If you are in the City of Lynchburg, charter time begins when it arrives at your pickup location. All other times outside the city the charter time begins when the vehicle leaves the garage.
PUBLIC SERVICE ANNOUNCEMENT:
If you choose another service, make sure they are properly licensed and insured for your protection. You have the right to ask! You can also go to http://www.dmv.state.va.us/exec/mcs/map.asp?typ=pc&ed=14-JAN-08 and check the status. If a limousine service does not have the proper operating authority or insurance, and is stopped by the authorities, the limousine will have to park on the spot and your charter will be over.
